When the Settings menu on your PS4 in inaccessible due to some software glitches, then you may try resetting using the safe mode on PS4. While using safe mode to reset, you get three options such as,

[1] Reset without compromising your data

[2] Reset while retaining the system software

[3] A complete reset, including system software
