 Choose Preference.
 Select the Security option present on the top row.
 Under the Web content, untick the box Block pop-up windows to disable the pop-up blocker.
 You can tick the box again to enable the pop-up blocker.
Still, if the pop-ups are blocked, clear the cache on Safari and untick the Block pop-up Windows option again.
